CIC President Delivers Update to Bossier Parish Police Jury
At the August 20th Regular Agenda Meeting of the Bossier Parish Police Jury, Kevin Nolten, President of the Cyber Innovation Center (CIC), presented a comprehensive update on the center’s achievements, economic impact, and some future plans for the center.
Nolten began by revisiting the $107 million investment made in 2007 by Bossier Parish, the City of Bossier, and the State of Louisiana to establish the National Cyber Research Park. This investment has evolved into a thriving system hosting major defense and technology companies like General Dynamics, Boeing, and Northrop Grumman.
He said the park currently supports over 2,600 jobs and has generated a significant economic impact of $1.5 billion in household earnings, $1.45 billion in sales, and $70 million in tax revenue since its inception.
Nolten also shared some recent accomplishments of the center to include the relocation of new jobs to the region, expanded partnerships with the Louisiana National Guard and U.S. Coast Guard, and the continued success of federally funded programs like Cyber.org, which supports K-12 cybersecurity education nationwide, and STRIKEWERX, which drives innovation for the U.S. Air Force.
He emphasized that the CIC’s model is now being recognized by federal agencies and the White House, further solidifying its reputation as a national leader in cyber education and defense innovation.
Looking ahead, Nolten outlined plans to attract additional defense contractors, pursue new federal contracts, and continue driving economic and workforce development in Bossier Parish and beyond.
The Police Jury expressed appreciation for the CIC’s contributions and reaffirmed its support for the center’s mission and future growth.
White Oak Ditch Project Continues Forward in Dogwood South Neighborhood
The Bossier Parish Police Jury members unanimously approved the awarding of the White Oak Ditch Improvements Phase 2 project to Sam’s Construction for $278,261.23, marking a major step forward in improving drainage infrastructure in the Dogwood South neighborhood.
The project is part of a broader initiative to enhance flood control and stormwater management in the growing Haughton community. Phase 2 will build on previous improvements to help protect homes and maintain the quality of life for residents.
District 8 Police Juror Doug Rimmer, who represents the Dogwood South area, emphasized the importance of the project for local homeowners.
“These improvements will make a real difference for families in Dogwood South,” Rimmer said. “Better drainage means less risk of flooding, fewer maintenance issues, and greater peace of mind for our residents. It’s a smart investment in the future of the neighborhood.”
With the contract now awarded, construction is expected to begin soon. The Police Jury’s unanimous support reflects its ongoing commitment to infrastructure investment and community well-being across Bossier Parish.
