Barksdale Air Force Base Announces Open House for 2025 AICUZ Study

At the start of the recent agenda meeting, Mr. Simon Zika, Community Planner for Barksdale Air Force Base, briefed the jurors on the upcoming Open House for the 2025 Air Installations Compatible Use Zones (AICUZ) Study. This event will take place on May 29, from 5-7 pm at the Bossier Parish Central Library.

Over the past year, both civilians and base personnel have been interviewed regarding the noise impact of the B-52 aircraft at Barksdale AFB. The findings from these interviews will be unveiled during the open house, where attendees will also learn about the practical applications of the study's data.

The AICUZ Program, developed by the Department of Defense, aims to balance the operational needs of military airfields with community concerns. The Air Force's policy emphasizes promoting public health, safety, and general welfare in the areas surrounding bases, while ensuring development is compatible with the defense flying mission.

Noise Impact Statistics:

  • The B-52H aircraft, powered by eight TF33-P-3 turbofan engines, produces significant noise levels. Near-field measurements show sound pressure levels can reach up to 140 decibels (dB) during takeoff.
  • Far-field data indicate that noise levels can still be as high as 85 dB at 8,000 meters from the source.
  • These noise levels can affect both the physical and psychological well-being of nearby residents, with potential impacts on hearing and overall quality of life.

The last AICUZ study for Barksdale AFB was conducted in 2008. This new study will provide updated insights and recommendations to support both the base's operations and the local community's well-being.

 Caplis Sligo Red Chute Bayou Stabilization Project

The Bossier Parish Police Jury awarded Synergy Construction the contract to stabilize the bank of the Red Chute Bayou along Caplis Sligo Road to prevent further erosion. Parish Engineer Eric Hudson mentioned that previous efforts to stabilize this section of the waterway have been made to protect the roadway in South Bossier from possibly washing away. Now, with the collaboration of the Levee Board, a viable solution has been found. The total cost of the project, $781,883.67, will be shared equally between the two entities. Work on this project is set to commence soon.

 Amendment to Chapter 110 Ordinance Approved

Following extensive deliberation in the Road/Subdivision Committee Meeting, the jurors voted 6-5 to approve an amendment to revise Chapter 110 Ordinance concerning street standards within the parish. The Police Jury accepted the recommendations to defer maintenance on subdivision roads, prioritizing the upkeep of collectors and arterial roads in the future. The revised ordinance updates the street construction requirements for subdivisions.
