BPPJ Regular meeting notes 8-7-24

The Bossier Parish Police Jury meeting began with Bossier Parks & Recreation Department Director Warren Saucier presenting a resolution to Pastor Raymond Wilkerson and the Open Roads Fellowship Church for their volunteer efforts and support of the KTBS Freedom Fest held at South Bossier Park on July 4th.

“It was a good audit,” Mr. Travis Morehart, with Cook & Morehart, Certified Public Accountants, stated while presenting to the jurors the 2023 Bossier Parish Police Jury audit exit report. Mr. Morehart said there were no findings or discrepancies found within the audit for 2023.   

During the committee meeting reports, jurors heard:

  • The Property Standards Committee will review six properties in the parish that will go before the Property Standards Board of Review.
  • The Juvenile Committee reported that four potential tenants would like to lease the Johnny Grey Jones Facility.
  • The Health, Water Sanitation & Sewer District Committee reported on the LA Department of Health's revolving debt-free loan through a Water Sector Grant that will help with the upkeep of Consolidated Waterworks/Sewerage District No.1.
  • The Road/Subdivision Regulations Committee discussed the growth in Haughton and its plan to stay ahead of it.
  • The Policy and Procedures Committee reported on the state law for Records Retention Procedures that allows parish officials to submit documentation to purge records that are no longer required to be retained.     

In other business jurors:

Approved the division order with Aethon Energy Operating, LLC, for Wiggins 34-3 HC NO 1 ALT, WIGGINS 34-3HC NO. 2 ALT, and WIGGINS 34-3HC NO. 3 ALT.

Approved the Original Agreement between the Louisiana Department of Transportation and Development (DOTD) and the Bossier Parish Police Jury for State Project No. H.001779, Federal Aid Project No. H001779, Jimmie Davis Bridge (LA 511) (HBI) LA 511, Bossier Parish.  

Accepted the proposal from Nixon Engineering Solutions, LLC, for engineering and surveying services for the drainage investigation of the East Linton Road crossing of drainage outfall.

Accepted the proposal from Nixon Engineering Solutions, LLC, for engineering and surveying services for the drainage investigation of the Elizabeth Church Road crossing of Hog Branch.  

Approved Change Order No. 1, Project No. 2021-128, Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier – Expansion of Wastewater Collection System – Contract “B” – North Sewer System Improvements.

Approved a vote for the Board of Appeals to discuss Item No. 22, from July 24, 2024, Regular Meeting, to ratify and accept the recommendation of the Commercial Vehicle Enforcement Unit on the matter of Real Spiffy, LLC, Report No. 3298, issued on February 15, 2024.

Parish Engineer Eric Hudson also showed the jurors a video of the road-striping program on parish roads, which is completely funded by the state. They also saw a video of the White Oak Ditch Project and the opening of Dogwood South Lane in the Dogwood South neighborhood.
