The February 7 agenda meeting kicked off with a win for the Bossier Parish Library System. The first- and second-place winners for the Louisiana Library Association's 99th annual LOGO Contest attended the meeting. The Police Jury congratulated Walker Linn on winning 2nd place in the Louisiana Library Association’s 99th annual logo contest. Walker is a fifth grader who attends Benton Intermediate School. The first-place winner, Brelan Ham, a homeschooled student, was also present and congratulated by the jurors. Both students are frequent visitors to the Benton Branch Library.
Phillip Rodgers, President of the Police Jury, congratulated the students for their exceptional entries and for making Bossier Parish proud.

Awarded the bid for Project No. 2021-128, Consolidated Waterworks District No. 1 - Expansion of Wastewater Collection System - Contract "B" - North Sewer System Improvements, in accordance with bids received on February 1, 2024.
Awarded the bid for Water Sector Program (WSP) - Consolidated Waterworks /Sewerage District No. 1 of the Parish of Bossier -Subrecipient LA WSP10905 for the Bossier Parish Police Jury - Contract III, Booster Station Improvements, in accordance with bids received on January 25, 2024.
Approved the authorization to advertise for bids for Project No. 2023-132, Consolidated Waterworks District No. 1 - ARPA Expansion of Wastewater Collection System - Contract "D" - Oak Creek Subdivision Sewer Tie-In, bid date to be determined.

Approved the recommendation by the Benton MPC to schedule a public hearing on March 6, 2024, to consider the approval of the plat for the proposed development of Greer Subdivision.
Approved the recommendation by the Bossier MPC to schedule a public hearing on March 6, 2024, to consider approval of the minor plan for the proposed development of Candy Acres.
Approved the recommendation to schedule a public hearing on February 21, 2024, to consider relocation of the voting precinct polling place for 02-22A-1, 02-22A-2, 02-22B, and 02-22C, from Cypress Baptist Church, 4701 Palmetto Road, Benton, LA, to Benton High School, 449 Fairburn Avenue, Benton.
Approved moving to March 6, 2024. Consider accepting the streets and drainage in Redwood Place at Legacy Subdivision Unit No. 12 into the parish road system for permanent maintenance.
Approved to move to March 6, 2024 - Consider acceptance of the sewer main extension and improvements in Redwood Place at Legacy Subdivision, Unit No. 12, into the Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier sewer system for permanent maintenance.
OTHER BUSINESS:
Adopted the resolution to officially terminate a lease agreement with Cypress Baptist Church dated October 30, 2000, which provided for the use of the facility at 4701 Palmetto Road, Benton, LA, as a precinct polling place for precincts 02-22A-1, 02-22A-2, 02-22B and 02-22C, as the church has advised this location is no longer available.
Approved a measure for the reappointment of Mr. Tommy Boggs, Mr. Charlie Coyle, Mr. Carlton Golden, Mr. Brandon Jacobson, Mr. Jim Johnson, and Mr. Bill Schwartz to the Industrial Development Board of Bossier Parish for six-year terms each, terms to expire on January 27, 2030.
Approved the reappointment of Ms. Martha Reyenga to the Benton MPC Board of Directors for a six-year term, term to expire on January 1, 2030.
Approved the reappointment of Mr. Jay Arnold to the Cyber Innovation Center Board of Directors for a five-year term, term to expire on February 3, 2029.
Tabled the appointment to the Bossier City-Parish MPC Board of Adjustments for a five-year term, which expires March 1, 2029, when the three applicants will be present at the February 21st Police Jury meeting.
Approved the request from GR Rupani, for a letter of no objection to allow extended serving hours on Superbowl Sunday at Red River Casino, February 11, 2024, from 9:00 am until 2:00 am.
Approved the request from Scott Diehl for a letter of no objection to the opening of Billy's Lounge, 770 Hwy 80, Haughton, LA, on Superbowl Sunday, February 11, 2024, from 3:00 pm to 10:00 pm.
Approved the Short Form of Agreement between Owner and Engineer for Professional Services from Cothren, Graff, and Smoak Engineering for Dogwood Booster Station Improvements, which will be used to apply the CWEF construction budget.
Approved the Hold Harmless and Indemnification Agreement between the Bossier Parish Police Jury and Dynamic Builders, Inc., represented by Glen Barnhill, for the right to install a subdivision sign that will encroach on the Bossier Parish Police Jury's right of way along Hummingbird Lane.
Approved the acceptance of an agreement between the Bossier Parish Police Jury and BPX Operating Company for road improvement work on Bossier Point Road, Bossier Parish, LA.

Approved to ratify the first right of refusal for the Allen Lumber and Millwork, LLC property.
Approved the proposal from American Electric Power, Project No 2023-131, for Consolidated Waterworks/Sewerage District No.2 West Central Water System, Bossier Parish, LA, to provide new service for Bossier Parish Police Jury Penal Farm Water Well No. 7.
