Police Jury Meeting Notes: August 2, 2023

Companies contracted by the Bossier Parish Police Jury to remove debris from storms which hit the parish in mid-June have completed their task, removing more than 11,000 cubic yards of storm-related materials.

During his report at Wednesday's parish police jury meeting, highway department Superintendent Kevin Gay said contractors hauled 74 loads of debris to a burn site near Plain Dealing, and 288 loads to the south Bossier Parish site on Maeshack Rd.

"We had a total of 11,774 cubic yards of debris delivered to both burn pits," Gay said. "We're not burning much during this dry weather, but we are burning a little at a time."

Although contractors finished last week, Gay told police jury members his department would be driving through all parish subdivisions to check for remaining piles of debris.

"We have call-in notes...there's not many places left to pick up," he said. "We're going to make one last sweep to see what is remaining to be picked up, and we'll use our grappler truck."

In a related item, jury members approved a contract between the Governor's Office of Homeland Security and Emergency Preparedness and the parish in connection with debris removal caused by the June storms.

Parish Engineer Eric Hudson said the contract totals one million dollars to cover expenses, 75 percent of which will be reimbursed by the state.

In other business during Wednesday's meeting, police jury members:

  • Heard Capt. Mike Gibson of the Bossier Parish Sheriff’s Office discussion potential regulations on fireworks.
  • Approved plat of the proposed development of Johnson–Teague subdivision, Unit No. 2, being a resubdivision of a portion of Lot 1, Johnson-Teague subdivision, Unit No. 1, and an adjacent tract of land, located in Section 12, Township 16 North, Range 11 West, Bossier Parish, LA; located off Johnson Drive.
  • Approved plat of the proposed development of Willow Creek at Benton subdivision, Unit No. 2B, Lots 19B and 18A, being a resubdivision of Lots 19A, Willow Creek at Benton subdivision, Unit No. 2A, and Lot 18, Willow Creek at Benton Subdivision, Unit No. 2, located in Section 24, Township 20 North, Range 14 West, Bossier Parish, LA; located off Old Plain Dealing Road.
  • Approved plat of the proposed development of Hollenshead-Tripp subdivision, Unit No. 2, being a resubdivision of Lot No. 3, Hollenshead-Tripp subdivision, located in Section 21, Township 20 North, Range 12 West, Bossier Parish, LA.
  • Tabled for two weeks the application of Coyle Engineering Co., Inc., to the Benton-Parish Metropolitan Planning Commission for a zoning amendment to change the zoning classification of a tract of land being 8.94 acres, more or less, located in Section 23, Township 20 North, Range 13 West, Bossier Parish, LA, from R-A, Residence Agriculture District, to B-3, Community and Central Business District, for a proposed storage facility; generally located at 11961198 Highway 162, east of American Freedom Storage.
  • Approved the application of Staci Gray, Coyle Engineering Co., Inc., to the Bossier City-Parish Metropolitan Planning Commission for a zoning amendment to change the zoning classification of a certain tract of land being 2.295 acres, more or less, located in Section 21, Township 19 North, Range 13 West, Bossier Parish, LA, from R-LD, Residential Low Density District, to B-2, Limited Business District, for a proposed expansion of an existing childcare facility (Kid Company subdivision) and a private event center; located on the north side of North Willow Drive, west of Airline Drive.
  • Approved the plat and site plan of the proposed development of Kid Company subdivision, containing a portion of Lots 4 and 5, North Airline Acres subdivision, Unit No. 1, located in Section 21, Township 19 North, Range 13 West, Bossier Parish, LA; located on the north side of North Willow Drive, west of Airline Drive.
  • Scheduled a public hearing on September 6, 2023, to consider approval of the application of Sean Hintz, for a conditional use approval for the sale of high and low content alcohol for on and off-premise consumption at Daiquiri Express to be located at 5430 Airline Drive, Suite 100, Bossier Parish.
  • Accepted a 30-day review of property located at 150 Gay Road, Benton; agreed to recommendation that case be closed.
  • Accepted reports on meetings of the Insurance Committee, Rural Development Committee and Road/Subdivision Regulations Committee.
  • Tabled until Aug. 16 meeting consideration of a Transfer Deed/Donation from the Bossier Parish Police Jury to the City of Bossier City of property located at 1200 Airline Drive, Bossier City, LA, Tax Assessment No. 148936, Parcel 1813343B, for the purpose of maintenance of a water tower, with the police jury reserving all oil, gas, and mineral rights. (This matter was deferred on July 19, 2023.)
  • Ratified approval of renewal of the Service Agreement between the McKeon Group and the Bossier Parish Police Jury.
  • Approved rental renewal to Cyber Innovation Center and consider amendment to agreement with Cyber Innovation Center accordingly.
  • Accepted a proposal from Professional Service Industries, Inc., for construction materials testing and observation services for Town Lake Boulevard (Innovation Drive) and Dairy Lane extension.
  • Adopted a resolution authorizing the Parish President to execute a Letter of Compliance from the Louisiana Department of Transportation and Development approving the Traffic Impact Study for Project No. 2023-119, Sligo Road extension improvements, Phase II, extending the Arthur Ray Teague Parkway on the west side of US 71 from LA 612 (Sligo Road) to a point approximately 1,000 feet north of LA 527.
  • Approved Change Order No. 3 for Project No. 2021-108, expansion of wastewater collection system – Contract “A” – Highway 80 East sewer system improvements, on behalf of Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier.
  • Approved a Federal Lands Access Program project memorandum of agreement for Project LA FLAP BPPJ BDCVIL(1) for the following routes: Bodcau Dam Road, Cotton Valley Road, and Ivan Lake Road.
  • Approved a contract between the Governor’s Office of Homeland Security and Emergency Preparedness (“GOHSEP” or “State”) and Bossier Parish (“Parish”), in connection with the debris removal caused by severe storms and tornados event on June 14, 2023, through June 16, 2023, for which the governor declared a state of emergency in Proclamation Number 112 JBE 2023.
