Police Jury Meeting Notes: June 7, 2023

An impressive work safety performance by its employees has earned the Bossier Parish Police Jury special recognition from the Louisiana Workers' Compensation Corporation (LWCC).
Jury members heard Wednesday the body had been selected as a 2022 LWCC Safest 70 Award recipient, an honor acknowledging "...leadership in providing employees with a safe workplace, and recognizing the effectiveness of your safety efforts."
Damian Simoneaux, representing the LWCC, presented a plaque recognizing the achievement, telling jury members the Safest 70 Award program was established to show appreciation to policy holders who share the commitment.
"We look at the hundreds of policy holders in the state and select that top 70 who have outstanding safety performance records," Simoneaux said. "You should be proud of your achievements."
In other business during Wednesday's meeting, police jury members:
- Adopted Property Tax Millage Rates for the year 2023 including:
- General Alimony Tax
- Highway Tax
- Library Tax
- Health Unit Tax
- Corrections Facilities Tax
- Adopted EMS User Fee for the year 2023.
- Adopted Acreage Tax for the year 2023.
- Received sealed bids for Official Journal of the Bossier Parish Police Jury for 2023.
- Awarded bid for Project No. 2023-120, 2023 parish road improvements, in accordance with bids received June 6, 2023.
- Agreed to abandonment of Lots 9-15, 16A, and 16B, J. E. Burt, Jr., subdivision, located in Section 32, Township 20 North, Range 13 West, Bossier Parish; located off Palmetto Road.
- Agreed to abandonment of Lots 17A and 17B, Re-plat and Correction, Lots 17 and 18, J. E. Burt, Jr., subdivision, located in Section 32, Township 20 North, Range 13 West, Bossier Parish; located off Palmetto Road. (This matter was tabled on May 18, 2023.)
- Approved the plat of the proposed development of Royal K. subdivision, located in Sections 23 and 24, Township 20 North, Range 13 West, Bossier Parish; located off Ryan Road.
- Agreed to table for 30 days consideration of the plat of proposed development of Cypress Bay subdivision, Unit No. VC, being a resubdivision of Lot 103, Cypress Bay subdivision, Unit No. V, and Lot 3, Cypress Bay subdivision, Unit No. VB, in Section 1, Township 19 North, Range 13 West, Bossier Parish; located off Leeward Cove.
- Approved the plat of the proposed development of 6M Hill subdivision, located in Section 15, Township 19 North, Range 13 West, Bossier Parish; located off Linton Road. • • Approved the plat of the proposed development of Tubbs Hardware subdivision, located in Section 6, Township 19 North, Range 13 West, Bossier Parish; located off LA Highway 3 (Benton Road).
- Approved request of Sportspectrum for a letter of no objection to the selling of beer at the annual Rivercities Triathlon on August 6, at the Cypress-Black Bayou Recreation Park, 135 Cypress Park Drive.
- Adopted a resolution supporting Sierra Frac Sand, LLC, 350 Ballard Road, Plain Dealing, and allowing them to receive the local benefits of the Enterprise Zone Program. • Adopted a resolution supporting Providence Classical Academy, Inc., 4525 Old Brownlee Road, Bossier City, and allowing them to receive the local benefits of the Enterprise Zone Program.
- Accepted a proposal from Goodwin Professional Services, LLC, for professional surveying services for Village Water System.
- Ratified approval of the first amendment to the cooperative endeavor agreement between the State of Louisiana, Louisiana Department of Economic Development, Bossier Parish Police Jury, City of Bossier City, Cyberspace Innovation Center, Inc., d/b/a Cyber Innovation Center, and General Dynamic Information Technology, Inc., successor by merger to CSRA, LLC (f/k/a CSC Government Solutions, LLC), successor by assignment to Computer Sciences Corporation.
- Adopted a resolution stating that the annual Municipal Water Pollution Prevention (MWPP) Environmental Audit Report to maintain permit requirements contained in the Louisiana Pollution Discharge Elimination System, Permit No. LA0126152, for the yearly period of 2022 is complete and that no actions were necessary; a copy of the annual MWPP, along with a certified copy of the resolution will be on file for examination by the Louisiana Department of Environmental Quality at their pleasure.
- Accepted a proposal from James R. Martin Building and Remodeling, for Project No. 2023-121, Rosedale subdivision sidewalk repairs.
- Approved Change Order No. 2 for Project No. 2021-119, proposed street improvements-DR 4263 PW 910 Paved Roads, Task Order No. 7.
- Approved Change Order No. 28 for State Project No. H.003854.6-R1, Bossier North/South Corridor Swan Lake Road (I-220 to Flat River), Bossier Parish.
- Approved Change Order No. 5 for State Project No. H.007400.6, North Bossier shared use trail, Phase II, Bossier Parish.
- Approved Change Order No. 4 for Project No. 2019-130, Bobby Byrd ditch drainage improvements.
- Accepted a proposal from Pulley Construction for Project No. 2023-122, St. Charles Court emergency sewer repairs – 205 Conti Way.
