Police Jury Meeting Notes: May 03, 2023

Contractors for the Bossier Parish Police Jury will be putting the finishing touches on replacing asphalt roads that will be repaired or completely reconstructed after damages caused by historic floods in 2015 and 2016.
Bossier Parish Engineer Eric Hudson told police jury members Wednesday that after bids are accepted on the final group of four roads, a three-year effort to reconstruct approximately 30 parish roads will be completed.
"The final task orders will be worked out by our contractors, and that will finish the roughly $32 million worth of work on these FEMA projects," Hudson said.
Repair and reconstruction of flood damaged roads, primarily in south Bossier Parish, began in August of 2021.
Money for repair of the flood damaged asphalt roads came from the Federal Emergency Management Agency after Bossier Parish successfully appealed to a federal panel following a series of denials by the agency.
Hudson also told jury members that the highway department has already completed three projects as part of the parish's 2023 overlay program. Work on the overlay program will continue in earnest as weather permits, he said.
During Wednesday's meeting, police jury members also:
- Authorized advertising for bids for Official Journal of the Bossier Parish Police Jury for the period of July 1, 2023, through June 30, 2024; bids to be received June 7.
- Adopted an ordinance prohibiting the parking of vehicles on Jamestowne Boulevard between Newport Lane and Ansley Circle, Jamestowne subdivision, located in Section 9, Township 19 North, Range 13 West, Bossier Parish, and providing penalties for violation thereof.
- Scheduled a public hearing on June 7 to consider approval of the plat of the proposed development of Royal K. subdivision, located in Sections 23 and 24, Township 20 North, Range 13 West, Bossier Parish; located off Ryan Road.
- Scheduled a public hearing on June 7 to consider approval of the plat of the proposed development of Cypress Bay subdivision, Unit No. VC, being a resubdivision of Lot 103, Cypress Bay subdivision, Unit No. V, and Lot 3, Cypress Bay subdivision, Unit No. VB, in Section 1, Township 19 North, Range 13 West, Bossier Parish; located off Leeward Cove.
- Scheduled a public hearing on June 7 to consider approval of the plat of the proposed development of 6M Hill subdivision, located in Section 15, Township 19 North, Range 13 West, Bossier Parish; located off Linton Road.
- Scheduled a public hearing on June 7 to consider approval of the plat of the proposed development of Tubbs Hardware subdivision, located in Section 6, Township 19 North, Range 13 West, Bossier Parish; located off LA Highway 3 (Benton Road).
- Accepted report on meeting of the Road/Subdivision Regulations Committee, including a discussion of traffic flow on Palmetto Road at Cypress Baptist Church.
- Approved a request for a variance of parish regulations to allow a structure to be built below the road surface level at 135 Lakewood Point, Lot 18, Lakewood subdivision, Unit No. 1, Bossier City.
- Agreed on a Resolution of Acknowledgement of the City of Bossier City Ordinance No. 42 of 2023 dated April 26, 2023, in accordance with La. R.S. 33:180.
- Adopted a resolution proclaiming May 22 as National Maritime Day.
- Adopted a resolution declaring adjudicated property, Tax Assessment No. 129359, as surplus and approve redemption by the adjoining property owner. (Police Jury District 11).
- Approved the application of Tedd Hansen, for renewal of a 2023 Bossier Parish beer/liquor license at Green Park Cafe, 165-A Green Park Road, Doyline. (Approved by the Sheriff’s Office and Health Department.)
- Authorized the Bossier Parish Police Jury to enter into a lease agreement with Empresa Operating, L.L.C., to lease certain mineral interests covering portions of Butler Hill Road, Bob White Lane, and Voss Road containing 8.501 acres, more or less, located in Sections 14 and 24, Township 20 North, Range 13 West, Bossier Parish.
- Adopted a resolution authorizing the Parish Administrator or Parish President to execute any and all documents in connection with funding through the Water Sector Program (WSP) – Consolidated Waterworks/Sewerage District No. 1 - Subrecipient LA WSP10905 for the Bossier Parish Police Jury.
- Adopted a resolution approving the issuance, sale, and delivery of Limited Tax Bonds for South Bossier Parish Fire District No. 2 of the Parish of Bossier, State of Louisiana; and providing for other matters relating thereto.
- Approved Change Order No. 3 for Project No. 2019-130, Bobby Byrd ditch drainage improvements.
- Accepted streets and drainage in Waterford Lake subdivision, Unit No. 2, into the parish road system for permanent maintenance.
- Accepted streets and drainage in Willow Heights subdivision, Unit No. 3, into the parish road system for permanent maintenance.
- Accepted sewer main improvements in Willow Heights subdivision, Unit No. 3, into the Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier sewer system for permanent maintenance.
- Accepted a proposal from Cross Keys Construction for ditch improvements on Sunrise Point, Forest Hills subdivision.
- Accepted a proposal from James R. Martin Building and Remodeling for ditch improvements at Taylors Bend and Platt Road, Merrywoods subdivision.
- Approved Supplemental Agreement No. 1 to the agreement with Beast Engineering, LLC, for resident inspection services, RFP 2020-112, DR 4263 PW 910 Paved Roads, Task Order No. 13.
- Approved Supplemental Agreement No. 1 to the agreement with Civil Design Group, LLC, for additional topographic surveying services for construction of new public boat launch facility at Parish Camp.
- Approved a general conditions for letter of agreement with Volkert, Inc., in connection with Project No. 2023-119, Sligo Road extension improvements, Phase II (Arthur Ray Teague overlay).
