Police Jury Meeting Notes: December 21, 2022

Despite recent stretches of bad weather, progress is continuing on the north/south roadway connecting I-220 with Crouch Rd., according to a report presented to Bossier Parish Police Jury members Wednesday by Parish Engineer Eric Hudson.
Hudson said contractors are still moving ahead with construction of a 300-foot bridge on the northern end of the project near Crouch Rd.
"They've (contractors) had some minor weather delays that have slowed them down a little bit, but they're still working and are on schedule," he said.
Once completed, the $20 million project will deliver motorists from the I-220 exit onto Swan Lake Rd. in Bossier City and eventually connect with LA Hwy. 162 at Crouch Rd. Funding comes from the issuance of Louisiana Local Government Environmental Facilities and Community Development Authority revenue bonds.
Police Jury members also approved the parish's three-year road overlay program featuring projects aimed at repairing and rejuvenating parish roads through 2025. Hudson told the jury 18.6 miles of parish roads are scheduled for overlay in 2023 with roughly 30 miles on the schedule for both 2024 and 2025.
One overlay project scheduled to kick off early in 2023 will be a new surface on a stretch of the Arthur Ray Teague Parkway heading south from the Red River Wildlife Refuge to near Parkway High School. Hudson said his staff has already met for a pre-construction conference with the project contractor.
"We are ready to proceed with that project," Hudson said.
During Wednesday's meeting, jury members also:
- Rejected annual bid for hot mix, in accordance with bids received December 1, 2022, and authorized the readvertising for six-month supply of hot mix with bid date to be determined.
- Approved amendments to the 2022 Bossier Parish Police Jury Budget.
- Approved plat of the proposed development of Coleman subdivision, located in Section 20, Township 20 North, Range 12 West, Bossier Parish; located off Maggio Road.
- Designated Cypress Bend subdivision as a golf cart community and designated all roadways in Cypress Bend subdivision as golf cart friendly.
- Adopted impact fees for water customers for Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier.
- Adopted impact fees for water customers for Consolidated Waterworks/Sewerage District No. 2 of the Parish of Bossier.
- Amended a resolution adopted by Consolidated Waterworks/Sewerage District No. 1 Board of Supervisors on September 15, 2021, adopting water and sewer rates to include water rates for mobile home parks, apartment complexes, industrial establishments, and large commercial establishments.
- Adopted an ordinance reducing Consolidated Waterworks/Sewerage District No. 2 of the Parish of Bossier, State of Louisiana; defining and describing the boundaries thereof; and providing for other matters in connection therewith.
- Adopted an ordinance enlarging Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier, State of Louisiana; defining and describing the boundaries thereof; and providing for other matters in connection therewith.
- Scheduled a public hearing on January 18, 2023, to consider the application of Jeff Foshee, to the Benton-Parish MPC, for a zoning amendment to change the zoning classification of a certain tract of land being 116.854 acres, more or less, located at the northwest corner of Kingston Road and Palmetto Road, in Sections 16 and 17, Township 19 North, Range 13 West, from R-A, Residence-Agriculture District, to R-1, One-Family Residence District, for a new residential subdivision, with the condition that approval excludes access to Airline Drive. (Rosewalk subdivision.)
- Scheduled a public hearing on January 18, 2023, to consider approval of the plat of the proposed development of Rosewalk subdivision, Unit No. 1, located in Section 16, Township 19 North, Range 13 West, Bossier Parish; located off Kingston Road.
- Scheduled a public hearing on January 18, 2023, to consider the application of Jeff Foshee, to the Benton-Parish MPC, for a zoning amendment to change the zoning classification of a certain tract of land being 7.356 acres, more or less, located at the northwest corner of Kingston Road and Palmetto Road, in Sections 16 and 17, Township 19 North, Range 13 West, from R-A, Residence-Agriculture District, to B-2, Neighborhood Business District, for future commercial development.
- Scheduled a public hearing on January 18, 2023, to consider the application of Ryan Estess, Raley & Associates, for a Conditional Use Approval for the sale of high and low content alcohol for off-premise consumption at a C-Store located at 3489 Swan Lake Road, Bossier Parish; located at the southwest corner of Duckwater Landing and Swan Lake Road.
- Scheduled a public hearing on January 18, 2023, to consider approval of the plat of the proposed development of Dogwood South subdivision, Unit No. 22, located in Section 9, Township 18 North, Range 12 West, Bossier Parish; located off Tall Pines Road.
- Heard and accepted reports on meetings of the Policy and Procedures Committee and the Road/Subdivision Regulations Committee.
- Appointed Pam Glorioso to the Shreveport-Bossier Convention and Tourist Bureau’s board for a three-year term, term to expire December 31, 2025.
- Approved applications for renewal of Bossier Parish beer/liquor licenses for 2023. (Approved by the Sheriff’s Office and health department.)

- Accepted the resignation of Elmore Morris from the Bossier Parish Library Board of Control effective December 21, 2022.
- Appointed Julianna Parks to the Bossier Parish Library Board of Control to fill the vacancy created by the resignation of Elmore Morris, term to expire October 1, 2024.
- Adopted the three-year Road Overlay Program.
- Approved Change Order No. 3 for S.P. No. H.007400.6, North Bossier Shared Use Trail, Phase II, Bossier Parish.
- Approved proposal from Neel-Schaffer, Inc., for a traffic study for a proposed new North/South roadway between Wemple Road and Innovation Drive.
- Approved Certificate of Substantial Completion for Project No. 2022-112, White Oak ditch sanitary sewer.
- Approved Certificate of Substantial Completion for Project No. 2022-103, Mayflower Road improvements.
