Police Jury Meeting Notes: September 7, 2022

Bossier Parish will team up with the state Department of Wildlife and Fisheries to replace a critical piece of equipment designed to help keep the boat launch at Parish Camp on Lake Bistineau free from aquatic vegetation that has been a lake-wide problem.

Parish Police Jury members agreed Wednesday to spend up to $10,000 as half of the expense of replacing a boom designed to prevent Salvinia from spreading into the channel leading from the launch to the lake's open water. Parish Camp's facility is one of only a few launches on Lake Bistineau that can accommodate boats during periods of low water.

"The boom has been in place at Parish Camp for some years now and it's in pretty bad shape. It's time to get a new one placed there and Wildlife and Fisheries has asked if we'd help," Director of Parks and Recreation Warren Saucier told jury members during a recreation committee meeting Wednesday.

Saucier said LDWF will handle the removal of the old boom and installation of the new. Support poles for the boom, which were paid for and installed by the police jury, are still in good shape, he said.

Replacing the preventative equipment will enhance the camp which is scheduled for a major facelift over the next year. Bossier Parish has received a $700,000 federal grant that will fund improvements to include increasing camping areas, enlarging the existing boat launch and adding additional parking.

During Wednesday's meeting, police jury members also:

  • Awarded bid for Project No. 2022-124, Kingston Road overlay, in accordance with bids received September 2, 2022.
  • Adopted an ordinance amending Chapter 110 of the Bossier Parish Code of Ordinances “Subdivisions,” to add and/or amend certain sections or subsections.
  • Denied the Minor Plat for Susan Watts, located in Section 22, Township 20 North, Range 12 West, Bossier Parish; located off Dalrymple Road.
  • Scheduled a two-week public hearing on September 21 to consider approval of the plat of the proposed development of Willow Creek at Benton subdivision, Unit No. 2A, being a resubdivision of Lots 19, 20, and 2000, Willow Creek at Benton subdivision, located in Section 24, Township 20 North, Range 14 West, Bossier Parish; located off Old Plain Dealing Road.
  • Scheduled a public hearing on October 5 to consider approval of the plat of the proposed development of Faith Ridge subdivision, located in Section 25, Township 20 North, Range 12 West, Bossier Parish; located near Linton Bellevue Road.
  • Scheduled a public hearing on October 5 to consider approval of the plat of the proposed development of Lucky Partition subdivision, Unit No. 2B, being a resubdivision of Lot 6B, Lucky Partition subdivision, Unit No. 2A, located in Section 3, Township 16 North, Range 12 West, Bossier Parish; located off Bull Fight Road.
  • Scheduled a public hearing on October 19 to consider adoption of an ordinance amending Chapter 46 of the Bossier Parish Code of Ordinances, “Environment,” to add/and or amend certain sections and/or subsections.
  • Scheduled a public hearing on October 5 to consider approval of the plat of the proposed development of Belmere subdivision, Unit No. 6, located in Section 4, Township 19 North, Range 13 West, Bossier Parish; located off Julesburg Lane.
  • Accepted reports on meeting of the Parks and Recreation Committee, the Rural Development Committee and the Road/Subdivision Regulations Committee.
  • Approved the application of Tanya Nelson and Stephen Lattig for a 2022 Bossier Parish beer/liquor license at Flash Market #277, 7770 Dogwood Trail, Haughton. Approved by the Sheriff and health department.
  • Approved the application of Tanya Nelson and Stephen Lattig for a 2022 Bossier Parish beer/liquor license at Flash Market #283, 5315 Highway 80, Haughton. Approved by the Sheriff and health department.
  • Adopted a resolution adopting a Residential Anti-displacement and Relocation Assistance Plan in connection with FY2022 LCDBG-Gray Duck sewer rehabilitation project.
  • Approved a Water and/or Sewer Service Agreement and Restrictive Covenant between the Bossier Parish Police Jury, Town of Plain Dealing and Teal Jones – Plain Dealing, LLC, subject to review by the parish attorney.
  • Adopted an ordinance placing a moratorium on solar farms in Bossier Parish.
  • Agreed to declare the following items as surplus: various computers; various computer monitors; and various other electronics and peripheral devices.
  • Approved a Supplemental Agreement between the Bossier Parish Police Jury and Empresa Operating, LLC, for additional road improvements to Coleman Road.
  • Approved Change Order No. 1 for Project No. 2022-101, Coleman Road and Dalrymple Road improvements.
  • Approved Change Order No. 1 for Project No. 2021-118, DR 4263 PW 910 Paved Roads, Task Order No. 6.
  • Approved Supplemental Agreement No. 1 to the Contract for Professional Services between the Bossier Parish Police Jury and Lazenby & Associates, Inc., for Project No. 2021-105, Bossier North-South Corridor, Swan Lake Road (Flat River to Crouch Road).
  • Approved Certificate of Substantial Completion for Project No. 2022-106, Glendale Lane street improvements, Phase IV.
  • Approved final Change Order No. 1 for Project No. 2022-106, Glendale Lane street improvements, Phase IV.
  • Approved Certificate of Substantial Completion for Project No. 2021-127, Eastwood drainage improvements.
  • Approved final Change Order No. 2 for Project No. 2021-127, Eastwood drainage improvements.
  • Approved amendments to the three-year road overlay program.
  • Approved request for a variance of parish regulations to allow a home to be built below the road surface level located at 1060 Highway 614, Buckhorn Ridge subdivision.
  • Adopted a resolution authorizing the execution of any and all documents in connection with the rate study request from the Louisiana Rural Water Association for FY2022 LCDBG-Gray Duck Estates sewer rehabilitation project.
  • Adopted a resolution authorizing the Parish Administrator or Parish President to execute any and all documents in connection with an agreement for state project No. H.014217, LA 537, bridges near Plain Dealing, LA 537, being located in Sections 23, 24, 25, and 26, Township 23 North, Range 14 West, subject to review and approval by the Parish Attorney and Parish Engineer.
  • Approved supplemental agreement No. 4 to the contract for engineering, surveying, and related technical services between the Bossier Parish Police Jury and Volkert, Inc., for Sligo Road extension – Sligo Road to Highway 527 project.
