Police Jury Meeting Notes: April 6, 2022

David North of the Louisiana Department of Transportation and Development (DOTD) told Bossier Parish Police Jury members Wednesday that construction on the Linton Rd. bridge over Black Bayou could be completed by late summer.
DOTD is supervising the construction project. North said the contractor is currently working under a revised schedule that shows an anticipated completion date in late July.
“We have given change orders for 34 days of added time because of the availability of materials, and there’s a request for weather days…we’re under a calendar day contract,” he explained. North said the completion date would be “running close” to the opening day of schools in the parish.
Jury member Philip Rodgers, whose District 3 includes the bridge project, questioned North about an issue he believes could be contributing to the slow progress on construction.
“I go down there at least once a week and the contractor has six people working,” he said. “It’s like this is a side job for them and they go home at three o’clock. What are the consequences if July rolls around and we’re still three months out? It’s very frustrating to people who live on the other side of that bridge.”
North said the contractor has advertised for additional staff, but has had little success in hiring additional people.
During Wednesday’s meeting police jury members also:
- Rescheduled the May 4 regular police jury meeting, due to the Police Jury Association of Louisiana’s annual Legislative Day.
- Awarded bid for treated Yellow Pine lumber and pilings, in accordance with bids received March 17.
- Awarded bid for Project No. 2021-130, Contract 1 – Well No. 5 – North Woods well, on behalf of Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier, in accordance with bids received March 31.
- Awarded bid for Project No. 2021-133, proposed force main and lift station improvements, Magnolia Chase subdivision sewer tie-in, on behalf of Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier, in accordance with bids received March 30.
- Awarded bid for Project No. 2022-105, Merrywoods subdivision sewer collection system improvements, on behalf of Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier, in accordance with bids received March 30.
- Awarded bid for Project No. 2019-130, Bobby Bryd ditch improvements, in accordance with bids received March 31.
- Awarded bid for Project No. 2021-118, proposed street improvements, DR 4263 PW 910 paved roads, Task Order No. 6, in accordance with bids received March 30.
- Approved the application of Jeff Raley, Raley & Associates, to the Bossier City-Parish MPC for a zoning amendment to change the zoning classification of a certain tract of land being 15.47 acres, more or less, located in Section 5, Township 16 North, Range 12 West, Bossier Parish, from R-A, Residence-Agricultural District, to B-2, Limited Business District, for commercial development; located west of Barksdale Blvd., south of Cotton Gin Rd.
- Approved the application of Tammy Johnson to the Bossier City-Parish MPC for a zoning amendment to change the zoning classification of a certain tract of land being 1.921 acres, more or less, located in Section 9, Township 18 North, Range 12 West, Bossier Parish, from R-A, Residence-Agricultural District, to R-LD, Residential, Low Density District, for a proposed manufactured home; located on the east side of Bellevue Rd., .25 miles south of the intersection of Adner Rd.
- Approved the application of Christian Mudd, Mudd Sibley Enterprises, LLC, to the Bossier City-Parish MPC for a zoning amendment to change the zoning classification of a certain tract of land being .899 acres, more or less, located at 3501 Swan Lake Road from B-2, Limited Business District, to B-3, General Business District, for a proposed multi-tenant commercial retail development; located at the northwest corner of Swan Lake Rd. and Duckwater Landing.
- Approved the application of Christian Mudd, Mudd Sibley Enterprises, LLC, to the Bossier City-Parish MPC for a Conditional Use Approval for the sale of high and low content alcohol for off-premise consumption at a proposed liquor store with daiquiri sales located at 3501 Swan Lake Rd., Suite C, Bossier Parish; located at the northwest corner of Swan Lake Rd. and Duckwater Landing.
- Approved the application of the Bossier City-Parish MPC to revise the Unified Development Code, Subdivision Land Development Design – Drainage Easements, Article 11.4.C.2 in reference to eaves, overhangs, and projections over servitudes and easements, and adopted an ordinance approving the same.
- Scheduled a public hearing on the first meeting in May to consider approval of the plat of the proposed development of Cane’s Landing subdivision, Unit No. 2, a gated subdivision, being a resubdivision of a portion of Lots 2 and 3, Big Bee Bend Plantation subdivision, located in Section 33, Township 19 North, Range 13 West, Bossier Parish; located off Airline Dr. Favorable recommendation by the Bossier City-Parish MPC.
- Scheduled a public hearing on the first meeting in May to consider approval of the plat of the proposed development of Cane’s Landing subdivision, Unit No. 3, a gated subdivision, being a resubdivision of a portion of Lots 2 and 3, Big Bee Bend Plantation subdivision, located in Section 33, Township 19 North, Range 13 West, Bossier Parish; located off Airline Dr. Favorable recommendation by the Bossier City-Parish MPC.
- Scheduled a public hearing on the first meeting in May to consider approval of the plat of the proposed development of Bee Bend Acres subdivision, Unit No. 3, being a resubdivision of Lots 1 and 2, Bee Bend Acres subdivision, Unit No. 2, located in Section 28, Township 19 North, Range 13 West, Bossier Parish; located off Airline Dr. Favorable recommendation by the Bossier City-Parish MPC.
- Scheduled a public hearing on May 18 to consider the application of Bryan Scott Gibson to the Bossier City-Parish MPC for a zoning amendment to change the zoning classification of a certain tract of land being 1.691 acres, more or less, located at 117 Bodcau Station Rd., Haughton, from R-A, Residence-Agricultural District, to B-1, Business, Commercial Office District, for commercial marketing purposes; Favorable recommendation by the Bossier City-Parish MPC.
- Accepted reports on meetings of the Roads/Subdivision Regulations Committee, the Broadband Study Committee and the Policy and Procedures Committee.
- Adopted a resolution honoring Coach Mike McConathy and extending congratulations and well wishes to him in his retirement.
- Adopted a proclamation proclaiming the week of April 11-April 15 as National Community Development Week.
- Reappointed Charles Glover and Gary Hubbard to the Cyber Innovation Center Board for five-year terms each, terms to expire March 1, 2027.
- Agreed to assist the town of Benton with removal of condemned structure at 112 Stinson Road, Benton.
- Ratified approval of cash sale deed and related closing documents for purchase from KCL Construction, LLC, a 15.77-acre tract of land being located in Sections 20 and 21, Township 17 North, Range 11 West, Bossier Parish, and authorized the parish administrator to execute any and all documents.
- Approved change order No. 27 for state project No. H.003854.6-R1, Bossier north/south corridor Swan Lake Rd. (I-220 to Flat River), Bossier Parish.
- Approved a utility relocation agreement between the Bossier Parish Police Jury and Gulf South Pipeline Company, LLC, for the Franklin Rd. resurfacing project; located off Sligo Rd.
- Approved an agreement between owner and engineer for professional services from Owen and White, Inc., for North Willow drainage project; located within the area around North Willow Dr. and Airline Dr.
- Approved an agreement between the Bossier Parish Police Jury and Aethon Energy Management, LLC, for road improvements to Franklin Rd.
- Approved an agreement between the Bossier Parish Police Jury and Empresa Operating, LLC, for road improvements to Coleman Rd. and Dalrymple Rd.
- Approved a proposal from Forte and Tablada for professional services to update the Bossier Parish bridge prioritization report
- Approved contract for professional services between the Bossier Parish Police Jury and Lazenby & Associates, Inc., for Project No. 2021-105 Bossier north-south corridor, Swan Lake Rd. (Flat River to Crouch Rd.)
- Approved proposal from Forte and Tablada for Project No. 2021-105 Bossier north-south corridor, Swan Lake Rd. (Flat River to Crouch Rd.) for construction phase services for a quad beam bridge.
- Agreed to provide workers and grappler truck to assist Keep Bossier Beautiful white goods pickup.
- Agreed to seek Request For Proposals for a salary study.
