Ice Storm After-Action Meeting

The Bossier Office of Homeland Security and Emergency Preparedness (BOHSEP) held an After-Action Review with representatives from city, parish, and state agencies to evaluate the community’s response to the recent winter storm at the Bossier Central Library.
During the review, officials examined key weather impacts across the parish, including fluctuating power outages and varying precipitation levels. Agencies highlighted early preparedness measures, including continuous weather briefings, coordination with the Red Cross and EMS, and the readiness of warming shelters and the Emergency Operations Center throughout the storm.
Department representatives reported strong interagency communication, effective roadway clearing, and coordinated support for hospitals, dialysis centers, and senior services. Parish, city, and DOTD crews worked jointly to adjust routes, double‑treat transition areas, and enhance overall coordination, efforts that helped keep major roadways open and residents safe.
The group also discussed opportunities for improvement, including refining resource‑request procedures, strengthening communication workflows, enhancing access to critical facilities, and expanding public awareness of the Everbridge emergency alert system. Plans are underway to improve documentation processes and broaden the reach of social‑media messaging during emergency events.
Today’s meeting underscores Bossier Parish’s commitment to maintaining readiness, improving coordination, and strengthening community resilience during future severe weather events.
