The Bossier Parish Police Jury has officially backed the creation of a $5 trillion National Infrastructure Bank (NIB), passing a resolution during the August 6th Regular Agenda Meeting to support this major national initiative aimed at tackling infrastructure needs across the country, and right here at home.
The American Society of Civil Engineers’ 2025 Report Card estimates that over $5 trillion is needed nationwide to bring infrastructure up to standard. That’s a staggering number, and parishes like ours are feeling the pressure.
“This is a national movement, not just in Louisiana,” said Jury President Glenn Benton. “This is money that’s not going to cost the federal government anything. They’re just going to set the money aside, and it will be loaned to the local governments for transportation at a low-interest loan.”
“We know firsthand how critical infrastructure is to our daily lives. Roads, bridges, and drainage systems are the things that help to keep Bossier Parish moving,” Benton added. He also made it clear how this could directly benefit Bossier Parish: “This could help us fund major road improvements, drainage upgrades, and other critical projects that have been delayed due to budget constraints. It’s a chance to invest in our future without putting additional strain on local taxpayers.”
The proposed NIB would be funded through existing Treasury debt, no new taxes, and no new federal spending. It would provide long-term, low-interest loans to local governments and public authorities, while keeping public ownership and oversight intact.
The Bank would be governed by a Board of Directors appointed by Congress, made up of infrastructure experts, engineers, and local government representatives. It would report regularly to Congress to ensure transparency and accountability.
Supporters say the NIB could help both rural and urban communities by expanding access to flexible funding, supporting underserved areas through a grant-making trust fund, and creating over 20 million high-wage jobs nationwide.
The National Association of Counties (NACo) has already endorsed the plan, recognizing its potential to address the infrastructure crisis through smart, innovative financing.
The Police Jury’s resolution urges Congress to pass legislation establishing the NIB and directs that a certified copy be sent to the Louisiana Congressional Delegation and NACo to show Bossier Parish’s strong support.
