Police Jury Awards Major Infrastructure Contracts, Approves Final Plat for Amazon Data Center Technology Park

During its March 18 Regular Agenda Meeting, the Bossier Parish Police Jury awarded bids and approved change orders totaling several million dollars for projects designed to enhance roads, water systems, and sewer infrastructure parish-wide. Jurors also approved the Benton Metropolitan Planning Commission’s final plat recommendation for the Technology Park that will support the new Amazon data center, a development expected to generate millions in economic impact for Bossier Parish.
Jurors first awarded contracts for two significant road improvement projects: Phase 2 of the Forest Grove and Sunnybrook Lane Project and the Bobby Byrd Road Paving and Drainage Improvement Project. The Bobby Byrd project will eventually connect Airline Drive to Vanceville Road, creating a new east–west corridor between Airline Drive and Benton Road.
Infrastructure Improvements Move Forward
In other business, jurors approved three agenda items involving change orders on ongoing public works projects. These improvements support parish-wide efforts to strengthen roadways, expand water distribution capacity, advance wastewater infrastructure, and apply American Rescue Plan Act (ARPA) funding to critical utility projects.
Projects receiving change order approvals include:
- Winfield Road Water Distribution Improvements — Consolidated Waterworks/Sewer District No. 1 (ARPA funded)
Expansion of Wastewater Collection System, Contract E – Winfield Road Lift Station and Sewer Improvements (ARPA funded) - CSR and Headworks Repairs at Sewer Treatment Plant, Consolidated Waterworks/Sewer District 1 (ARPA funded)
Final Plat Approved for Amazon Data Center Technology Park
In major news, jurors unanimously approved the final plat for the Technology Park supporting the new Amazon Data Center, following the recommendation of the Benton MPC. The development includes a proposal by Stack Infrastructure/AWS to rezone and subdivide more than 1,000 acres.
Plans for the site include:
- Multiple data center buildings
- A new electrical substation
- Multiple support buildings
- Designated wetlands and buffer areas on non‑development lots
According to Stack, utility services will include water supplied by Bossier City and the Town of Benton. Wastewater management may be split, with domestic wastewater routed to Benton and cooling water treated and discharged in accordance with state and federal regulations.
During the review process, parish officials examined drainage, roadway access, lighting plans, and noise mitigation. The developer committed to meeting all existing local and state ordinances, including the parish’s enhanced noise ordinance.
Economic Impact
The data center campus is projected to bring substantial long‑term benefits to Bossier Parish, including:
- 500 construction jobs
- 270 permanent, high‑paying technology and operations jobs
- Significant property tax revenue supporting local services and schools
Police Jury members emphasized that the parish would enforce all regulatory requirements and continue monitoring for compliance. They also noted that higher standards cannot be applied retroactively beyond those required in current ordinances.
