February 4 Regular Agenda Meeting Notes

Bossier Parish Police Jury addressed a comprehensive agenda during its regular meeting on Wednesday, focusing on property standards compliance, zoning matters, and administrative actions. The Jury also heard a presentation introducing the Louisiana Rouxgaroux Arena Football Team.

Condemnation of Several Properties in Bossier Parish
The Police Jury reviewed multiple properties cited for unsafe structures, excessive debris, and lack of maintenance. Where owners demonstrated meaningful progress, the Jury granted 30-day extensions. For properties without owner response or evidence of progress, the Jury approved formal condemnation.

Introduction of the Louisiana Rouxgaroux Arena Football Team
Representatives from the Louisiana Rouxgaroux Arena Football Team, including Owner Keith Carter and General Manager Steve Walton, outlined plans for the team to play home games at Brookshire Grocery Arena. The presentation detailed the league structure, player recruitment process, community outreach efforts, and anticipated economic benefits to the parish. The presentation was informational only, and no action was required.

Zoning and Land Use Actions
Jurors considered several zoning and development requests, including a proposal to rezone a tract of land from Residential Agriculture (RA) to General Business (B-2) for a self-service ice vending machine. Public hearings scheduled for March 18, 2026, will address additional zoning requests, including:
- A conditional use request for off-premises alcohol sales at the Super S convenience store
- A zoning amendment to convert a 9.6-acre tract from RA to B-3 for office, warehouse, and retail development

Administrative, Jurisdictional, and Infrastructure Matters
The Jury approved annual liquor license renewals following required verification by the Bossier Parish Sheriff’s Office and parish health units.

Several variance requests involving construction below road grade were approved after review by parish engineers. Streets and drainage in Canal Place Unit 5 were accepted into the parish road maintenance system.

Jurors also approved funding and change orders for ongoing water, sewer, and library projects; accepted grant administration services for federal DOT applications; and adopted a support resolution for a BUILD grant related to the East-West Corridor initiative.

The Jury acknowledged recent annexations filed by neighboring towns and ordered an election for the renewal of the Benton Fire District No. 4 special tax. A $1.5 million campground grant project was also approved to support local recreation and tourism.
