BPPJ Regular meeting notes 8-21-24

The August 21st regular meeting began with the jurors adopting the minutes from, 

  • The Finance Committee Meeting on June 19, 2024, as amended.
  • The Regular Meeting, Capital Improvements/Building and Grounds Committee Meeting, Road/Subdivision Regulations Committee Meeting, Rural Development Committee Meeting on July 3, 2024.
  • The Regular Meeting, Finance Committee Meeting, and the Road/Subdivision Regulations Committee Meeting on July 24, 2024.
  • The Consolidated Waterworks/Sewerage District No. 1 Board of Supervisors meeting on July 24, 2024.

 Jury members heard reports from: 

  • The Juvenile Committee discussed the future of the Johnny Gray Jones Youth Shelter and Detention Center. The committee approved Mr. David Volentine, MAI, to do an appraisal, provide the market rate rent, and report to the committee before further action is taken with the facility.
  • The Capital Improvements/Building and Ground Committee discussed selling the Bossier Parish Library Administration Building. Mr. Glenn Benton, committee chairman, said the funds from the sale will go back into the library system and help pay for the new Haughton Library.
  • The Parks and Recreation Committee discussed the possibility of a new Frisbee Golf Course at the Tall Timbers Park in Haughton.  
  • Ms. Felesha Sweeney, Public Library Director, told the jurors that the Makerspace in the New Central Library is up and running and being used by the public. The hours of operation are from 3 p.m. to 6 p.m., Monday through Friday. She said there is a quilting group utilizing the space. They are also working to start some classes to help patrons use the 3D printer, the embroidery machine, the sewing machine, and the Cricut Machine within the Makerspace.   

During the business portion of the meeting, jurors: 

  • Authorized the advertising for bids for FY2122 Community Water Enrichment Fund Program, 2122-CWEF­ BSR-0001, Project No. 2024-128, Dogwood North Pump House - Phase 1, Consolidated Waterworks/Sewerage District No. 1, bid date September 26, 2024. 
  • Approved the plat of the proposed development by the Benton MPC of 5.804 acres of land for the development of J.E. Jones Subdivision, Second Filing, being a re-subdivision of Lots 10 and 11 of the re-plat of J.E. Jones Subdivision, First Filing, in Police Jury District 8.  
  • Approved the recommendation by the Benton MPC to schedule a public hearing on September 18, 2024, to consider the approval of the plat of 2.311 acres of land for the proposed development of Hall Subdivision in Police Jury District 3.  
  • Approved the recommendation by the Bossier City-Parish MPC to schedule a public hearing on September 18, 2024, to consider the approval of 4.042 acres of land for the proposed development of Crawford Road Subdivision in Police Jury District 2.  
  • Approved the recommendation by the Bossier City-Parish MPC to schedule a public hearing on October 2, 2024, to consider the approval of the application of Jennifer Hill, Cafe Seven, LLC, for the Conditional Use Approval to sell high and low-content alcohol for on-premises consumption at a Coffee Shop/Cafe, Joe Mama Coffee Co., located at 5450 Airline Drive, Suite 100 in Police Jury District 5. 
  • Approved the recommendation by the Bossier City-Parish MPC to schedule a public hearing on October 2, 2024, to consider the approval of the application of Carole Mitchell, Zion Hill Enterprises, Inc., to change the zoning classification of 0.68 acres of land from R-A, Residential Agriculture District, to B-2, Limited Business District, for a proposed Construction Company Storage/Office, located at 130 Mid-South Loop in Police Jury District 2. 
  • Approved the recommendation by the Bossier City-Parish MPC to schedule a public hearing on October 2, 2024, to consider the approval of the application of Ryan Estess, Raley, and Associates, Inc., to change the zoning classification of 24.776 acres of land from R-A, Residential Agriculture District, to R-LD, Residential-Low Density District located immediately south of Bee Bend Estates, and west of Bayou Bend Subdivision, in Police Jury District 6. 
  • Approved the recommendation by the Bossier City-Parish MPC to schedule a public hearing on October 2, 2024, to consider the approval of the application of Ryan Estess, Raley, and Associates, Inc., to change the zoning classification of 4.428 acres of land from R-A, Residential Agriculture District, to B-2, Limited Business District, for a proposed commercial development located South of Bee Bend Estates, West of Bayou Bend Subdivision in Police Jury District 6. 
  • Scheduled a public hearing for September 18, 2024, to consider naming a 1.34-mile portion of the Covington Road Extension Project as Frank Staton Boulevard, beginning at LA Hwy 614 and ending at Covington Road, located in Police Jury District 2. 
  • Scheduled a public hearing on September 18, 2024, to consider establishing a 35-mile-per-hour speed limit on Frank Staton Boulevard in Police Jury District 2.
  • Approved the application of Eda Araceli Rodriguez and Adolfo A. Rodriguez for a 2024 Bossier Parish beer/liquor license located at El Novilla Carniceria, 2000 Highway 80, Haughton.  
  • Approved the Contract between the Governor's Office of Homeland Security and Emergency Preparedness and Bossier Parish in connection with the debris removal caused by the severe storms and tornadoes on July 8, 2024, by Tropical Storm Beryl, for which the governor declared a state of emergency. 
  • Accepted the Certificate of Substantial Completion of Project No. 2019-128, White Oak Ditch Improvements. 
  • Accepted the Certificate of Substantial Completion of Project No. 2023-131, Consolidated Waterworks/Sewerage District No. 1 West Central Water System-New Water Well. 
  • Approved Change Order No. 1, Project No. 2024-124, 2024 Parish Road Improvements in Police Jury Districts 1, 3, 6, 8, and 12. 
  • Approved Change Order No. 1, Project No. 2024-129, Bay Hills Pavement Rehabilitation Project in Police Jury District 3. 
  • Approved the Joint Funding Agreement between the United States Department of the Interior U.S. Geological Survey and Bossier Parish Office of Homeland Security and Emergency Preparedness for Water Resource Investigations from October 1, 2024, to September 30, 2025. 
  • Declared computers, computer monitors, and other electronics and peripheral devices from upgrading the Police Jury meeting room as surplus and authorized the disposal of the items. 
  • Accepted the streets and drainage in Belmere Subdivision, Unit No. 7, into the parish road system for permanent maintenance in Police Jury District 3. 
  • Adopted a resolution to designate the Parish Administrator to act on behalf of the Bossier Parish Police Jury in all matters pertaining to Bossier Parish Capital Outlay Project - Improvements to Highway 157, LA Highway 3227 to US Highway 80, Planning and Construction, FP&C Project No. 50-J08- 24-02. 
  • Accepted the donation of the Sewer Servitude for Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier, located along Deen Point Road in front of Legacy Subdivision, in Police Jury District 5. 
  • Adopted a resolution to authorize the Parish Administrator to submit a loan application to the Drinking Water Revolving Loan Fund program operated by the Louisiana Department of Health Office of Public Health concerning Bossier Parish Waterworks/Sewerage District No. 1 funding.
