Police Jury Meeting Notes: February 16, 2022

Bossier Parish’s highway department is looking at a busy 2022 with several projects scheduled for the bid process and others set for reconstruction as part of the parish road program.

Parish Engineer Eric Hudson told members of the police jury Wednesday that six Task Orders to reconstruct asphalt roads damaged by flood waters, paid by funds from the Federal Emergency Management Agency (FEMA), are set for the bid process. Each task order represents a series of asphalt roads.

Also, some parish roads that have been damaged by heavy truck traffic are scheduled for reconstruction this year, Hudson said. Those include Mayflower Rd., Dalrymple Rd., Coleman Rd. and Franklin Rd.

Hudson told jury members that construction has been completed on a turn lane on Linton Rd. at its intersection with Airline Dr. And, he added, a new Linton Rd. bridge over Flat River, a project funded by the police jury, has been completed and striping should be completed next week.

Also at Wednesday’s meeting, police jury members:

  • Authorized the advertising for bids for Project No. 2021-118, DR 4263 PW 910 paved roads, task order No. 6, bid date to be determined.
  • Authorized the advertising for bids for Project No. 2021-121, DR 4263 PW 910 paved roads, task order No. 9, bid date to be determined.
  • Authorized the advertising for bids for Project No. 2021-124, DR 4263 PW 910 paved roads, task order No. 12, bid date to be determined.
  • Tabled consideration to abandon Hinton Road, located in Section 21, Township 19 North, Range 13 West, Bossier Parish. (Located in Kingston Crossing subdivision.)
  • Approved the site plan and plat of the proposed development of WK Swan Lake Medical Plaza, a commercial subdivision, located in Section 21, Township 19 North, Range 13 West, Bossier Parish. (Located on the northwest corner of Willow Lake Blvd. and Airline Dr.)
  • Approved the plat of the proposed development of Cypress Bay subdivision, Unit No. IIIA, being a re-plat of Lots 42 and the East ½ of Lot 43, Cypress Bay subdivision, Unit No. III, located in Section 1, Township 19 North, Range 13 West, and Section 6, Township 19 North, Range 12 West, Bossier Parish. (Located on Cypress Village Dr.)
  • Approved the Minor Plat for Barbara Newtown, located in Section 12, Township 20 North, Range 14 West, Bossier Parish. (Located off Old Plain Dealing Rd.)
  • Accepted reports on meeting of the Broadband Study Committee, the Policy and Procedures Committee and the Building and Grounds Committee.
  • Agreed to remove from agenda and reschedule consideration of a purchase and sale contract between the Bossier Parish Police Jury and OTC, LLC, and ACD, Inc., for the purchase of 26.12 acres, more or less, located off Whitehurst St., Bossier City, being a portion of Assessment No. 134629 located in Section 13, Township 18 North, Range 13 West, authorize the use of Industrial Park Funds for said purchase.
  • Agreed to remove from agenda and reschedule consideration a purchase and sale contract between the Bossier Parish Police Jury and New Wave Homes, LLC, for the purchase of 6.1 acres, more or less, located off Whitehurst St., Bossier City, Assessment No. 152217 located in Bannockburn Farms subdivision, authorize the use of Industrial Park Funds for said purchase.
  • Adopted a resolution approving the issuance, sale, and delivery of limited tax bonds of Benton Fire District No. 4 of the Parish of Bossier, State of Louisiana, and providing for other matters relating thereto.
  • Adopted an ordinance amending Ordinance No. 4868 previously adopted on December 15, 2021, to amend Section 126-803.
  • Reappointed Michael Smith to the Benton-Parish MPC Board of Appeals for a five-year term, term to expire April 30, 2027.
  • Reappointed Doug Rogers to the board of directors for Bossier Parish Communications District No. 1 for a four-year term, term to expire March 1, 2026.
  • Reappointed Andy Holley to the board of directors for Bossier Parish Communications District No. 1 for a four-year term, term to expire March 1, 2026; joint appointment with the city of Bossier City.
  • Appointed Paul Marshall to the board of directors for Bossier Parish Communications District No. 1 for a four-year term, term to expire March 1, 2026; joint appointment with the city of Bossier City.
  • Adopted a resolution addressing the administrative and engineering aspects of the proposed FY2022 Louisiana Community Development Block Grant Project Applications for Gray Lake Estates/Gray Duck North Sewer Facilities in Bossier Parish. (Police Jury Districts 2 and 4) Public Comment
  • Approved an addendum to the agreement by and between Lewis-Burke Associates, LLC, and Bossier Parish Police Jury.
  • Approved a memorandum of agreement between the Arkansas Department of Agriculture, Arkansas Red River Commission, Red River Waterway Commission, Bossier Parish Police Jury, Caddo Parish Commission, Caddo Levee District, Bossier Levee District, City of Shreveport, City of Bossier City, and Caddo-Bossier Port Commission for a Red River navigation feasibility study.
  • Ratified approval of proposal of Civil Design Group, LLC, for professional engineering services for various Bossier Parish parks.
  • Approved the certificate of substantial completion for Project No. 2021-115, proposed street improvements, DR 4263 PW 910 Paved Roads, Task Order No. 3.
  • Approved the certificate of substantial completion for Project No. 2021-117, proposed street improvements, DR 4263 PW 910 Paved Roads, Task Order No. 5.
  • Approved change order No. 24 for State Project No. H.003854.6-R1 Bossier North/South Corridor Swan Lake Rd. (I-220 to Flat River) Bossier Parish.
  • Approved change order No. 26 for State Project No. H.003854.6-R1 Bossier North/South Corridor Swan Lake Rd. (I-220 to Flat River) Bossier Parish.
  • Approved a commitment letter with the Department of Transportation and Development for S.P. No. H.007400, North Bossier Shared Use Trail, Phase II, Bossier Parish, project.
  • Approved a cooperative endeavor agreement between the Bossier Parish Police Jury and the Department of Treasury, State of Louisiana, in connection with a line-item appropriation contained in Act 119 of the 2021 regular legislative session, to be expended for the extension of Crouch Rd. to Swan Lake Rd., and authorize the Parish Administrator or Parish President to execute any and all documents in connection with said cooperative endeavor agreement. 
  • Approved a cooperative endeavor agreement between the Bossier Parish Police Jury and the Department of Treasury, State of Louisiana, in connection with a line-item appropriation contained in Act 119 of the 2021 Regular Legislative Session, to be expended for the South Bossier Recreation Center, and authorize the Parish Administrator or Parish President to execute any and all documents in connection with said cooperative endeavor agreement.
  • Approved request for a utility servitude located in Section 24, Township 17 North, Range 13 West, Bossier Parish, in the Retreat at the Preserve subdivision, to be placed in the Parish’s drainage servitude.
  • Agreed to amend the November 17, 2021, Bossier Parish Police Jury minutes that approved South Haughton Estates subdivision, Unit No. 2, located in Section 35, Township 18 North, Range 11 West, Bossier Parish, to remove reference to an abandonment of an existing road right-of-way located on portions of Lots 28 through 33, and reflect that the approved South Haughton Estates subdivision, provides for an abandonment of a 60-foot street right-of-way located between Lots 32 and 33, South Haughton Estates subdivision, recorded under Registry No. 437720 in the official Bossier Parish Clerk of Court records; and consider adoption of an ordinance abandoning said 60-foot street right-of-way.
