Police Jury Meeting Notes: December 15, 2021

Slightly more than 54 miles of parish roads will be receiving a facelift over the next three years after Bossier Parish police jury members were presented the road overlay program covering 2022 through 2024. 

Assistant Parish Engineer Eric Hudson said the 2022 program will kick off after the first of the year as soon as weather permits and will include 31 roads targeted for work. 

“We completed our road tour of the police jury districts and asked for input from each of you about where the work was needed,” Hudson said. “For 2022, we won’t be doing any contract work on the roads on the list. This will all be done by our highway department.” 

Hudson said the plan called for no contract work on parish roads in 2023 and only 6.7 miles would be contracted in 2024. 

“I also wanted to let you know that asphalt prices are going up for 2022,” he said.  

Also during Wednesday’s meeting, police jury members: 

  • Awarded bids for annual supplies for the Bossier Parish Highway Department, in accordance with bids received Dec. 2, 2021. 

  • Awarded bid for Cypress Bend Garden District treatment plant surplus property/equipment, in accordance with bids received on Nov. 30, 2021. 

  • Awarded bid for St. Charles treatment plant surplus property/equipment, in accordance with bids received Nov. 30, 2021. 

  • Approved amendments to the 2021 Bossier Parish Police Jury Budget. 

  • Approved the proposed development of Belmere subdivision, Unit No. 6, located in Section 4, Township 19 North, Range 13 West, Bossier Parish. (Located off Julesburg Lane in Belmere subdivision.) 

  • Approved the application of the Benton-Parish MPC, to review and consider Accessory Dwelling Unit regulations within the R-A, Residence-Agriculture District, and the R-1, One-Family Residence District. 

  • Approved the proposed development of Fairburn subdivision, Unit No. 6, being a resubdivision of Lot 2, Fairburn subdivision, Unit No. 3, located in Section 17, Township 19 North, Range 13 West, Bossier Parish. (Located off Kingston Rd.) 

  • Approved the minor plat for Brian Keith Roshto and Courtney Joe Broomfield Roshto, located in Section 33, Township 20 North, Range 13 West, Bossier Parish. (Located off Cummings Dr.) 

  • Approved the proposed development of The Ascent on 80 subdivision, Unit No. 1, located in Section 14, Township 18 North, Range 12 West, Bossier Parish. (Located off Hwy. 80 next to Legacy Church.) 

  • Approved the plat of the proposed development of Sainte Terre subdivision, located in Section 8, Township 19 North, Range 12 West, Bossier Parish. (Located off Crouch Rd. between Amy Ln. and Nickel Ln.) 

  • Adopted a resolution to enlarge Fire Protection District No. 7 of the Parish of Bossier, State of Louisiana; and fixed the boundaries thereof. 

  • Conducted 30-day review of property located at 115 Flagg Dr., Haughton. 

  • Accepted reports of the Broadband Study Committee, the Road/Subdivision Regulations Committee and the Building and Grounds Committee. 

  • Approved applications for renewal of Bossier Parish beer/liquor licenses for 2022.  (Approved by the Sheriff and health department.)  

  • Reappointed Mrs. Diane Kingery, John Murray and Russell Huckaby to the South Bossier Parish Fire District No. 2 Board of Commissioners for two-year terms each, terms to expire Dec. 31, 2023.  

  • Reappointed Joseph Rondeau, Gregory Brown, and Jesse Malmay to the Northeast Bossier Parish Fire District No. 5 Board of Commissioners for four-year terms each, terms to expire Dec. 31, 2025.   

  • Reappointed Lonnie Shaw and Mitch O’Neal to the East-Central Bossier Parish Fire District No. 1 Board of Commissioners for two-year terms each, terms to expire Dec. 31, 2023.   

  • Appointed Patrick Wesley to the Shreveport-Bossier Sports Commission advisory board for a two-year term, term to begin Jan. 1, 2022, and expire Dec. 31, 2023; joint appointment with the City of Bossier City, City of Shreveport, and the Caddo Parish Commission. 

  • Acknowledged the intent of Caddo-Bossier Parishes Port Commission to issue certain revenue bonds on behalf of Project Rural Renaissance, LLC, and/or its designated affiliated entities (the "Company"), bonds to be issued for the purpose of financing the costs of development of facilities and acquisition of equipment for the manufacturing of products for resale locally, nationally, and possibly internationally (the "Project.") 

  • Approved a Cooperative Endeavor Agreement with lease between the City of Bossier City and the Parish of Bossier through the Bossier Parish Police Jury as Lessor and Louisiana Tech University as Lessee, commencement date being Jan. 1, 2022. 

  • Approved a Cooperative Endeavor Agreement by and among the Bossier Parish Police Jury and the Bossier Levee District in connection with replacement of an existing 60-inch concrete culvert with two (2) new 60-inch metal pipes with rip rap and the addition of flap gates to both pipes to improve the natural drainage along the levee where the Lucky Lateral discharges into Flat River. 

  • Approved Change Order No. 3 for Project No. 2021-116, proposed street improvements, DR 4263 PW 910 paved roads, Task Order No. 4. 

  • Adopted the three-year road overlay program. 

  • Approved the 2021 amended budget and the 2022 budget of the North Louisiana Criminalistics Laboratory. 

  • Accepted streets and drainage in Magnolia Ridge subdivision, into the parish road system for permanent maintenance.   

  • Ratified adoption of a resolution authorizing the Parish Administrator to execute a drainage servitude located on Lots 18 and 19, Willow Creek at Benton subdivision, Unit No. 2.  

  • Agreed to abandon a portion of water main easement dedication being recorded under Registry Number 1033764 and Assignment & Assumption Agreement by and between Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier and Red Chute Utilities, Inc., being recorded under Registry Number 1034592, also being a shaded portion located on Lot 662 and the shaded portion previously abandoned located north of Lot 667,  Dogwood South subdivision, Unit No. 21, as per plat thereof recorded under Registry Number 1272005, Conveyance Records of Bossier Parish, and authorize the Parish Administrator to sign Reservation of Oil, Gas, and Minerals document for the same.
