Police Jury Meeting Notes: November 17, 2021

A proposed privately-funded expressway that would connect southern Bossier and Caddo parishes, including a toll bridge spanning the Red River, took a step forward Wednesday following a vote by the Bossier Parish Police Jury.
Jury members agreed unanimously to authorize a cooperative endeavor agreement between the parish and Tim James, Inc. to construct, maintain and operate, at the company’s expense, a toll bridge and necessary feeder roadways across privately owned
lands in Bossier Parish. Plans call for the $60-$80 million project to connect LA Hwy. 3132 to U.S. Hwy. 71 near Parkway High School.
Parish Attorney Patrick Jackson said Tim James Inc. is also moving ahead in securing the necessary approval from all agencies including Caddo Parish and the U.S. Corps of Engineers.
“They’re moving in all directions in a positive way,” Jackson told jury members.
Representatives of the Alabama-based Tim James Inc. presented the idea to police jury members earlier this year. After receiving approval, the project would enter a design phase with construction taking an estimated two years to complete. Officials believe the roadway could be open in 2026, with consideration for weather and any other delays.
In other business at Wednesday’s meeting, jury members:
- Agreed to remove from the agenda consideration of approval of site plan for Swan Lake commercial subdivision, Unit No. 2, being a resubdivision of Swan Lake commercial subdivision, Unit No. 1, located in Section 26, Township 19 North, Range 13 West,
Bossier Parish. (Located on the corner of Swan Lake Rd. and Duckwater Landing.)(Tabled on November 3.)
- Approved application of Christian S. Mudd, Pine Ridge Investments, to the Bossier City-Parish MPC for a zoning amendment to change the zoning classification of a certain tract of land being .899 acres, located in Section 26, Township 19 North, Range
13 West, Bossier Parish, from B-1, Business, Commercial Office District, to B-2, Limited Business District. (Located at the northwest corner of Swan Lake Rd. and Duckwater Landing.)
- Approved the application of the Benton-Parish MPC, to consider adoption of a resolution approving the adoption of Future Land Use Maps and Text for the Town of Benton and the five-mile unincorporated area of the Parish as a guide for future growth
decisions within the Benton-Parish MPC jurisdiction.
- Adopted an ordinance amending Chapter 94, “Commercial Vehicle Enforcement”, Section 94-10(B)(8), of the Bossier Parish Code of Ordinances, to add subsection (K) Establishing Additional BPPJCVEU Permit Conditions and Fees.
- Approved the Minor Plat for Grant Dunlap, located in Section 16, Township 18 North, Range 11 West, Bossier Parish. (Located off Evangeline Lane off LA Hwy. 3227.)
- Approved proposed development of South Haughton Estates subdivision, Unit No. 2, located in Section 35, Township 18 North, Range 11 West, Bossier Parish. (Located on Hickory Nut Ln. off Camp Zion Rd. in South Haughton Estates subdivision.)
- Scheduled a public hearing on December 15, to consider approval of the proposed development of Belmere subdivision, Unit No. 6, located in Section 4, Township 19 North, Range 13 West, Bossier Parish; Favorable recommendation by the Benton-Parish MPC
with conditions to include approval by the Parish Engineer and that proposed development will not increase water runoff to neighboring properties. (Located off Julesburg Ln. in Belmere subdivision).
- Agreed to table scheduling a public hearing to consider the application of the Benton-Parish MPC, to review and consider Accessory Dwelling Unit regulations within the R-A, Residence-Agriculture District, and the R-1, One-Family Residence District;
Favorable recommendation by the Benton-Parish MPC.
- Scheduled a public hearing on December 15, to consider the application of the Benton-Parish MPC, to review and consider regulations for a Separate Dwelling Unit for a Caregiver within the R-A, Residence-Agriculture District, and R-1, One-Family Residence
District; Favorable recommendation by the Benton-Parish MPC.
- Scheduled a public hearing on December 15, to consider approval of the proposed development of Fairburn subdivision, Unit No. 6, being a resubdivision of Lot 2, Fairburn subdivision, Unit No. 3, located in Section 17, Township 19 North, Range 13 West,
Bossier Parish; Favorable recommendation by the Benton-Parish MPC. (Located off Kingston Rd.)
- Scheduled a public hearing on January 19, 2022, to consider the application of Elmer Matamoros to the Benton-Parish MPC, for a zoning amendment to change the zoning classification of a tract of land being 0.587 acres, more or less, located in Section
5, Township 19 North, Range 13 West, Bossier Parish, from R-A, Residence-Agriculture District, to R-1, One-Family Residence District, for a proposed 30-ft. by 60-ft. manufactured home; Favorable recommendation by the Benton-Parish MPC. (Located
on Rubicon Rd.)
- Scheduled a public hearing on January 19, 2022, to consider the Minor Plat of Elmer Matamoros, located in Section 5, Township 19 North, Range 13 West, Bossier Parish; Favorable recommendation by the Benton-Parish MPC. (Located on Rubicon Rd.)
- Scheduled a public hearing on December 15 to consider the Minor Plat for Brian Keith Roshto and Courtney Joe Broomfield Roshto, located in Section 33, Township 20 North, Range 13 West, Bossier Parish; Favorable recommendation by the Benton-Parish
MPC. (Located off Cummings Dr.)
- Scheduled a public hearing on December 15 to consider approval of the proposed development of The Ascent on 80 subdivision, Unit No. 1, located in Section 14, Township 18 North, Range 12 West, Bossier Parish; Favorable recommendation by the

- Completed a 30-day review of property located at 308 Pease Road, Haughton.
- Accepted report on meeting of the Consolidated Waterworks/Sewerage District No. 1 Board of Appeals.
- Adopted a resolution approving the holding of an election in Bossier Parish Fire Protection District No. 7 of the Parish of Bossier on Saturday, April 30, 2022, to authorize the levy of a special tax therein.
- Approved applications for renewal of Bossier Parish beer/liquor licenses for 2022. (Approved by the Sheriff and health department.)

- Adopted an ordinance amending Ordinance No. 4836 previously adopted on June 16, 2021, to correct a typographical error.
- Adopted a resolution supporting Red River Brewing Company, LLC, 310 Mansfield Street, Bossier City, and allowing them to receive the local benefits of the Enterprise Zone Program.
- Declared various parish vehicles as surplus, to be sold at auction, date of auction to be determined at a later date.
- Approved Change Order No. 3 for Project No. 2019-115, electronic upgrade at the Bossier Parish Maximum Security Facility.

- Approved Plan Change No. 1 (final) for Project No. 2021-132, Bellevue Rd. improvements.
- Approved Change Order No. 1 for Project No. 2021-109, Consolidated Waterworks/Sewerage District No. 1 expansion of wastewater collection system – Airline Dr.
- Approved the application of Lacee Hernandez for a 2021 Bossier Parish beer and liquor license at Los Compas Cantina, 5608 Highway 3, Ste. H, Benton, LA. (approved by the Sheriff and Health Department.)
- Adopted a resolution authorizing the Parish Administrator and/or Parish President to execute any and all documents on behalf of Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier in connection with maps of proposed utility servitude
(existing water/sewer), located on Lots 1, 2, and 3, Dogwood South Estates subdivision, in Section 9, Township 18 North, Range 12 West, Bossier Parish.
