Police Jury Meeting Notes: August 4, 2021

Work on major road projects in Bossier Parish will be kicking off this month after conference meetings with contractors, Assistant Parish Engineer Eric Hudson told members of the Bossier Parish Police Jury Wednesday.

Hudson said clearing and grubbing is scheduled to begin Monday, August 16 on the Swan Lake Rd. extension to Crouch Rd., the north-south corridor project designed to relieve traffic on some of the parish’s busiest highways.

“We’re informing landowners along that route that work is about to begin,” Hudson told jury members.

Projects to repair damage to asphalt roads in south Bossier Parish caused by the historic flood of 2016 should begin next week, Hudson reported. Work is planned on more than 30 roads, funded by $30-plus million from the Federal Emergency Management Agency.

Work on the parish asphalt roads will be divided into five Task Orders. First on the Task Order list for repair are Whispering Pines, Pine Cone, Cane Bend, Welch Rd., Mayflower Rd., Lucky Lane and Rolling Meadow. Also, Sistrunk Lane, Rye Circle, Coastal Dr., Oaklawn Dr. and Timber Ridge Dr.

Hudson said bids to repair another group of roads under Task Order number two will be opened by the end of the month.

Parish Engineer Butch Ford said the road projects to be completed with FEMA money will include some milling and overlay, while others will have to be reconstructed.

“There are some asphalt roads that were severely damaged by the floods,” he said.

Also during Wednesday’s meeting, police jury members:

  • Rejected bid for Project No. 2019-128, White Oak ditch improvements, in accordance with bids received August 3, 2021.
  • Awarded bid for Project No. 2021-109, Consolidated Waterworks/Sewerage District No. 1 expansion of wastewater collection system – Airline Drive, in accordance with bids received August 3, 2021.
  • Denied approval of the plat of the proposed development of Henry’s Way subdivision, located in Section 10, Township 18 North, Range 12 West, Bossier Parish. (Located off Adner Road).
  • Approved the plat of the proposed development of Bellevue Plantation subdivision, Unit No. 1, located in Section 33, Township 20 North, Range 11 West, Bossier Parish. (Located off Cotton Valley Road).
  • Approved the plat of the proposed development of Canal Place subdivision, Unit No. 3, a Planned Unit Development, located in Section 33, Township 19 North, Range 13 West, Bossier Parish. (Located off Old Brownlee Road).
  • Approved the plat of the proposed development of Canal Place subdivision, Unit No. 4, a Planned Unit Development, located in Section 33, Township 19 North, Range 13 West, Bossier Parish. (Located off Old Brownlee Road).
  • Approved the plat of the proposed development of Canal Place subdivision, Unit No. 5, a Planned Unit Development, located in Section 33, Township 19 North, Range 13 West, Bossier Parish. (Located off Old Brownlee Road).
  • Approved the plat of the proposed development of Canal Place Estates subdivision, Unit No. 2, being a Gated Subdivision, located in Section 33, Township 19 North, Range 13 West, Bossier Parish. (Located off Old Brownlee Road).

  • Approved the plat of the proposed development of Sligo Industrial Park subdivision, Unit No. 4, a re-subdivision of Sligo Industrial Park subdivision, Unit No. 2, located in Section 22, Township 17 North, Range 12 West, Bossier Parish. (Located off Caplis Sligo Road on Crown Court Place).
  • Accepted reports on meeting of the Property Standards Board of Review and the Broadband Study Committee.
  • Authorized the Parish Administrator to negotiate and execute documents for co-location agreements and broadband services on Parish owned towers.
  • Agreed to hold a public hearing on September 1 to consider levying tax millages.
  • Ratified and accepted recommendation of the Commercial Vehicle Enforcement Unit Board of Appeals on July 21, 2021 in the matter of Fortitude 11 Logistics, LLC, Report No. 2636 issued on April 19, 2021.
  • Accepted proposal of Beast Engineering, LLC, for engineering services for Project No. 2019-127, Realignment of Linton Road bridge over Flat River.
  • Accepted proposal of Professional Service Industries, Inc., for construction materials testing and observation services for Project No. 2019-127, realignment of Linton Road bridge over Flat River.
  • Discussed solutions for eliminating a beaver dam on Race Track Bayou.
  • Discussed 2021 road overlay program.
  • Approved the certificate of substantial completion for Project No. 2019-126, Johnson-Koran Road Bridge over Foxskin Bayou.
  • Accepted the sewer main extension and improvements in St. Charles Court Village subdivision, Unit No. 9, into the Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier sewer system for permanent maintenance.
  • Approved a short form of agreement between owner and engineer for professional services from Cothren, Graff, Smoak Engineering, Inc., for the Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier, for a new water well No. 5 (north well in wooded area) raw waterline and telemetry to booster station.
  • Approved supplement no. 1 with Civil Design Group for additional surveying and engineering services for Covington Rd. extension to LA Hwy. 614.
  • Agreed to assist East Central Bossier Fire Dist. No. 1 in constructing a road from Forest Hills Blvd. to the rear of existing Bossier Parish Fire Dist. No. 1 training center.
