Sewerage District No. 1
The Creation of the Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier, “The District”, by the Bossier Parish Police Jury in March of 2004, was in response to a need for a centralized sewerage collection and treatment system to better serve the citizens of Bossier Parish and to better protect the environment. (Ord. No. 3921, §§ 1, 2, 3-3-2004). “The District” allows the Parish to close many of the oxidation ponds and small plants located in densely populated areas that have had an adverse effect on the quality of life of the parish citizens and the environment. The construction of this new sewerage collection and treatment system will also increase property values, positively impact the visual and sensory aesthetics of this area, and open up more areas in the parish for development. In December, 2009, the name of the Sewerage District No. 1 was changed to the Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier, State of Louisiana, and the boundaries of “The District” were established.
“The District” has explored every avenue of financial aid to lessen the costs to local sewer and water users to fund this $45,000,000.00 project. Through a combination of grants from the State of Louisiana, low interest loans from the Louisiana Department of Environmental Quality State Revolving Loan Program ($17.75M @ 0.95% for 20 years), and some private financing ($11.8M private bond money for 30 years), the project is already underway. The grants and low interest loans are necessary to make this project possible and to keep rates as low as possible.
Beginning in the Fall of 2012 and the first quarter of 2013, three projects will be let for the construction of a collection system from Red Chute Bayou, east to La. Hwy. 157, north from US Hwy. 80 on Bellevue Road to Winnfield Road, north from US Hwy. 80 on Wafer Road to near Amanda Lane, and north of US Hwy. 80 on Princeton Road past Princeton Elementary School. These sewerage flows will be collected at one large pumping station near Hillcrest Cemetery and pumped to a second pumping station near Swan Lake Road and Pete Modica Lane (Project #4). From that location the sewerage flow will be pumped north to the now-established East/West Corridor, and finally west to a new 3,000,000 gallon per day Wastewater Treatment Plant (Project #5) on the Red River near Cash Point off Benton Road. There is room to expand the plant at this location as capacity is increased. Once the five projects are completed, a sixth project will remediate and close all of the oxidation ponds and small treatment plants which have had their flows intercepted into the new system.
Eventually, another collection system will be built north along Benton Road to Kingston Road, east on Kingston Road to Airline Drive, and north on Airline Drive to the vicinity of Cypress Baptist Church, St. Jude Catholic Church, and Edwards Subdivision.
“The District” will grow from this skeleton and branch out as far and fast as possible to accommodate the needs of the parish. We expect “The District” to eventually become parish-wide.
"The District’s” Rates are as follows:
$20.00 for the first 2,000 gallons; $3.00 for each additional 1,000 gallons or part thereof.
$35.00 for the first 2,000 gallons; $3.00 for each additional 1,000 gallons or part thereof.
$30.00 for the first 2,000 gallons; $2.50 for each additional 1,000 gallons or part thereof.
After a customer has had service through the mid-September to mid-March “cooler months” period, the average of those monthly usages will be used as the sewerage usage through the next year when the “cooler months” average will be recalculated and applied for the next year. This recalculation will take place every year. This policy is designed to compensate high water usage for watering lawns and gardens not to increase sewerage usage charges. This policy applies only to Residential Customers.
